Immigration Pathways for Victims (IMMPAV) is a program of Legal Aid of North Carolina. It provides free immigration assistance to immigrant survivors of domestic violence, sexual assault, and human trafficking. IMMPAV represents qualifying applicants across the state in immigration matters including: VAWA self-petitions, U visas, T visas, applications to adjust status, and removal defense.

Included in this list are organizations that provide free or low-cost legal services to victims of abuse and others who qualify. Even if the organization does not have a lawyer available to represent you in court, you may want to ask if there is a lawyer who you can consult with to get advice. Please note that we list the organizations by the town/city or county where the office is located – however, many offices may likely serve multiple counties. Legal Aid of North Carolina provides free legal assistance in civil matters to low-income individuals. They can help with protective orders, child custody, and other services for survivors of domestic violence and sexual assault. There are no income restrictions for these services. Other areas of service include housing, consumer, employment, and public benefits. Apply for services by calling their Helpline or by completing the online form. The Raleigh office serves Johnston and Wake counties.
Mil Mujeres
Mil Mujeres offers legal services to low-income individuals in the immigrant community. They specialize in serving survivors of violent crimes, including domestic violence and sexual assault. Their services include help with U visas, T visas, asylum, VAWA petitions, naturalization, DACA immigration processes, and more. There are costs associated with the services.
The North Carolina Justice Center
The Justice Center can provide legal assistance for immigrants in certain immigration matters such as VAWA self-petitions, T visas, and U visas. The Justice Center cannot accept every case due to limited staff and resources. Call the intake line for service; all intake staff speak English and Spanish.
Wilmington
